I did something to reset the moogle(Log out maybe?) because when I talked to him a day later I got the same dialogue I got the first time I talked to him.

It's not resetting, you can just keep waiting or keep getting presents after each day.
I did more testing with four of my mules and my main,
waiting on 1 mule gave a return ring, waiting on my main 1 day gave a bronze belt, getting items both days on the othe mules gave a chocopass the firt time and then a bronze belt on one and a random firework on the others (comet, cracker).
So it's definitely not based on stats as usual, my mules all have '0's basically. Waiting 1 day gave a rare ex item instead of a chocopass or firework, i don't know if waiting longer would increase the quality, I will try waiting twice in a row, getting the dialogue and not getting it on two separate mules.

I waited last night, checked this morning and got the "Wait for a gift or get one now" choice. I chose "get now" and got a crappy certificate.

I would recommend NOT throwing away the crappy rare ex items that you get, in case there's a chance that you will get them again if you don't already have them. My guess so far is that waiting 1 day or more gives you a rare ex item for sure but at random, while not waiting a day you also have a chance to get even worse items like chocopasses and fireworks.
