The update didn't mention Whitegate though, which was 2% before the update. There's no reason to believe that Whitegate's was lowered as well, especially since they went to the effort of naming every other Jeuno-linked area. No, the only reason to keep your HP in Whitegate now is because it is amazingly inconvenient to get back there. If I want to go to Tavnazia (lol) I can use my ring, outpost right next to the city, or if worse comes to absolute worst outpost to the dunes and run a few minutes across a safe zone.
