    Looks like a mix of selective blurring, using image > hue/saturation and maybe color balance, least that's how I'd do that, of course some cropping too

    Ok here it is

    First thing I did to the pic when I opened it, look at the layers tab, the image should be on a locked layer, and say "Background". What I do is unlock that to turn it into a layer that we can use as we like.

    - Unlock the layer by double clicking the lock, and then confirming it in the window that pops, you can name your layer as you wish, call it "Original Pic" or whatever you like.

    Next, we decide which sections of your picture are the far background, and select it using the Polygonal Lasso tool. If you are unsure where the tool is, the tool should be the 2nd icon down from the top left of all the tools. If you see "lasso tool" or "Magnetic lasso tool", you can press and hold it down untill options come up. The magnetic tool is nice if you got a definite area/contrasted pic to work with, but this is not

    -Select around your area(s) for the background using the lasso tool.

    -After selecting around your area, and completing the selection, click on it and click "Layer via Copy". The reason we go copy over cut, is so the original pic is untouched.

    Now you might notice in the layers tab, a new layer appeared when we made that new layer, that's fine. Go back and select your original pic though, otherwise when we try to make a new selection, it'll select nothing.
    In the case of my pic, I repeated this step many times, selecting around peices of the background and making layers out of them , it's not one big background image.

    Hide the original layer when you're done (using the eye icon on the side of the layer), you might have something that looks like this :

    Once you have the background and hide the original, go to : Menu - Layers > Merge Visible. Will turn them into 1 layer which is what we want, so you'll have 2 layers, 1 background and 1 original.

    Blahblah, select original layer and select the middleground this time, dont touch areas you think are the foreground or the far background. Repeat the steps. This time hide the "background" and "original" before merging.

    Then select the areas for the foreground and do the same. Technically hiding the "Original" now while keeping the others showing, will give you the full image. or 90% of it, kind of like a jigsaw puzzle.

    Anyway, then I did start doing some slight blurring, select the layer you want to blur, I started with the background. Blurred that the most, but not too much, dont go overboard or it'll look stupid. Select your layer and then chose "Filter > Blur > Gaussian Blur". Depending how far stuff is, the more blur it will need, but if it's not that far, dont go too much.
    Middleground, repeat, obviously, but less blur than the last.
    Foreground shouldnt get much blur. If you're focusing on 1 object in the image, you can blur around it manually but only subtle since it's the foreground.

    After it should look something like this :

    Manually touch up parts here'n'there with the blur tool in your tool panel, I have a graphics tablet so it makes it really easy to reach in hard to reach areas and touch up the most narrow parts. Dont be afraid to zoom in with the navigator.

    Anyway once that's done, lets brighten the pic up.

    Before we do that, merge layers how we did "Flatten image" but with all the layers this time, otherwise we will only be touching 1 layer up.

    Menu > Image > Adjustments > Brightness/Contrast. Set brightness to something like +15, contrast to something like +45. That's only for this pic, and for my satisfaction, you can do it any other way/settings for your own pics.

    Nearly done, now we need a "Daytime Soap" style glow.

    Duplicate the layer, this is done by dragging the layer that you see now, over the "new layer" icon in the layers tab.

    Now for that glow i've made my own way of doing it, you can do a gaussian blur if you want over it all, or you can do it this way. This one will focus colours more due to what we're gonna do. Select the tiny black/white icon near the colour icon on your tool panel, this will reset it to Black and white, which is what we want.

    Now go to Filter > "Filter Gallery", under "Sketch" pick "Halftone Pattern"

    Size : 1, Contrast : 5, Pattern : Dot

    Should get you this :

    If you've been following it properly, this should be done on the above layer, there should still be an untouched layer underneath.

    Now go to Filter > Blur > Gaussian Blur on the halftone layer, and blur it only as much as it's needed (till the dots are too blurry to see them)

    Now change the layer properties to something like Between 15%-20% opacity. That should be enough to give the glowy look but it might make the image more pale (due to black and white). To make it not so pale, click the dropdown menu near "Opacity" on the layers, and choose "Soft Light".

    Any photoshop past 5 (or 7 atm) is good. You can do what wafik said on pretty much any version past those, even on some of the photoshop elements.

    I use Photoshop CS2, seems just as good as ny other from my experience (which isn't very much, but hey).

    CS2 is the most recent full release, so it has all of the most recent up to date goodies. The Filter Preview features in it (I don't think it was CS1, but it's been years since I used it so can't remember) it's freakin' sweet.
