Not having HQ staves does not make you gimp. I think not having (some) merits leveled does though. Some people seem to forget, not everyone RMTs and/or plays this game nonstop to have the time to farm. I only really play 4 hours a day or less for LS events or something fun like an ENM or NPC leveling, otherwise FFXI is just running in the background while I'm afk or doing work.

You can tell if someone is gimp or pimp by /checking them. That's all you need to see. You can't tell, however, if they are good or not until you see them in action.
Though, if you want to get technical, I will agree there is some discretion involved rather than simply whether there's any white box around an item. e.g. Scorp Harness > Linen Doublet+1, but that's just common sense. However, comparisons such as Koenig Cuirass > Gem Cuirass, or Adaman Hauberk > Haubergeon +1, fall short because the HQ gear is still pimp. Just the abjuration gear is even more pimp. I will also admit there is some middle ground. A hauberk or scorpion harness is neither gimp nor pimp. It's just average.
But in general, a /check is all you need to determine if they are gimp/average/pimp, and a general rule of thumb is more white boxes = more pimp.

The belt is the Mercenary Captain Belt, one Electrum Ring, Onyx Earring, and Morion Earring. Also that was nuking gear, and never changed staves(every nuke was with Dark Staff).

In Elcura's case he's most definetly not gimped. He has the gear that's necessary for his job and he does it well. Partying with his RDM in KRT mnk pty made me want to touch him all over despite the fact that he's a silly chav (btw i believe KRT MNK pties, among other things, is how you find out whether or not WHMs, RDMs, and BRDs are good players or bad players).
The thing I can't stand the most is when people downgrade their job because they don't like it, but still try to do things on it. IE person who lvled brd to 75, hated it, but still did pties on brd wearing a Genbu Shield and a Garuda's Dagger. If you don't like it and want to sell the gear for it, good for you, but don't go wasting other people's time with your gimptasticness.
