If you actually pulled your head out of your ass and actually gave a fuck about RMTers, you could sweep each FFXI server clean of known RMTers within a week if you weren't so fucking concerned with that 15$ per month. If you actually bothered to look for who's supplying the gil, instead of "large scale RMT operations", you might actually put a real dent in these RMT operations. But, to be honest, banning 250 RMT chars out of 30 servers surmounts to 8.333 chars per server. I can name more than 8 RMT on my server (Gilgamesh) alone: Clergy, Halfcigarettes, Cigarettes, Sirlancelot, Dwoork, Macr, Waif, Wanxin, Tite, Psychic, Smallgirl, Kayi, Luckgirl. That's 13, without batting an eye. Maybe if you applied the most kindergarten of approaches (buy a small amount of gil from IGE, and track where it has come and gone from), you might actually catch some real culprits. Perhaps applying this very simple form of RMT detection may free up your development team to actually develop stuff, as well as will free up your GM's to actually catch people in the act of teleport hacking around.

People will have their own opinions on this, but personally I don't have as much a problem with people who plan to quit the game and sell all their stuff, if they played the game normally without cheating and just contributing to everything instead of leeching or monopolizing resources.
I think the bigger problem are people who do RMT for a living, gilseller sweatshops, various bots, etc that just leech on resources and even when they end up in xp pts are terrible players.
I never bought or sold gil but if I ever decided to quit I don't know for sure that I wouldn't sell something (probably just my char since I don't really have much in gil or expensive items as I only really like rare ex stuff).
Also while I agree SE is not banning the right people, they seem to concentrate on getting rid of excessive gil by banning bank accounts, but that still has a positive effect of reducing inflation. I rather they ban those bank accounts than try to reduce inflation by reducing even more the price of selling items to NPC or other stupid things like that (i didn't fish much except for quests but at least I could chat to people while fishing before, now it's the most annoying thing, and i am sure gilsellers bots get around it so it just ruined it for normal players)...
Why bother banning gilsellers? It's like trying to kill a Hydra by cutting off its heads -- two more will just pop up to take its place. They need to ban the gilbuyers. Gilsellers can't exist if nobody is buying from IGE.
Tools are obviously in place to audit and monitor the economy, so they can't honestly say it'd be too difficult to determine who is buying. They can figure out who's selling, so they must be able to find out who's buying it too. It's not like they need to ban all of them, either -- they just need to ban a couple hundred gilbuyers and the resulting panic will spread like wildfire. A couple hundred accounts is nothing to them, as proven both by the huge subscriber base and by the fact that they just banned 250 today.
