Regardless, if you can break the int teir, that's about all that matters. But who cares, both rdm and blm are efficient enough to win--we're talking a difference of maybe 1-2 minutes. If you are too gimped to hit the max teir, then take a shorter smoke break between runs and you've made up the time.
Personally I think RDM edges out a second BLM just with Haste alone, the nukes are only 1-2 damage less, not sure about the debufs (I assume it's the same as blms?)
