Some recipies have more than one way of making them, and the Movopolos region has been under nation control when CoP first came out.

Anyway, checking the dialouges for all zones seems like a good idea, there could be another hint sorta like how there was with that brown magic thing.

Correct you are! Just because an item's synth recipe uses Moval. water doesn't mean that Moval. water is available elsewhere, it prolly means that the item itself is available elsewhere (see Hermes Quencher)
