Here's the proper solution to Ulli. Make a new zone alla dynamis but instance it with a 5 day lockout timer. Put a lot of mobs in there that randomly drop decent items. Put 5 boss mobs in there like hydra etc. and these have a 100% chance to drop 3 of 5 good items including things like hyda pants. Hydra Pants > Byakko's Pants. Done. GTFO of sky!

and add all Kirin's drops as well?

You guys are extremely lucky then. Our LS has tried Ix'Aern DRg about 4-5 times. We actually popped him once.

Ulli still has a huge window because he is the roadblock for LSs trying to get out of sky. Shorten his window and people wouldn't need to go to sky anymore. Maybe they'll fix his window when SE decides to release an expansion better than Zilart.

i don't remember SMNs in Dalmaticas quitting the game when YY Robe was put in the game. most of them just wanted to know how they were going to get it.

To be honest, I'd say ~50% of the people I know got their Dalmatica purely out of luck. They were there when it was Nidhogg's first day and zone may have been fairly empty and they claimed it. Then again, others spend their entire game hoping for just that one item.

Going from Panther Mask +1 to Walahra Turban was a blessing. If some were very smart, they would have just sold their Mask +1 and or gotten a NQ. I mean seriously is an extra 1%, which isn't really noticeable in DoT, really worth 15+ mil?!
