Well, the torque could be really good, potentially. Afterall, Opo-Opo necklace has While Asleep: Raises TP, this has Latent Effect: Raises TP. The Opo-Opo necklace requires you to use sleeping potions or lolMary's Milk. Perhaps the latent for Berserker's Torque is something like having over or under a certain amount of HP, or some other status that is easily achieved so you can use it before BCs and important fights and such to charge TP without having to expend items like sleeping potions to do it. Just stand around and get TP.
