Under 85% only with capped Besieged (some servers have lost AC, so it activates below 50%?) and 1mp/tick.
Duration depends on your Mercenary Rank.
Also I'm fairly certain it doesn't work outside of ToAU areas (i know, lol@nonToAU).
Also if you wanna bring up Sanction, and showing off your awesome idea with Hydra Doublet, just throw in Lamiabane, ENCHANTMENT AND LIMITED BY AREA. IT'S AWESOME FOR A GUY LIKE YOU.

yes I meant permanent refresh. And like you said no one is going to keep giving rdms as they spam and run out of charages. while the stats on there are ok, in no way does that compare to a constant refresh effect.
