Here's what I tested on for those conclusions :
Dynamis - Beaucedine statues, eyes to find out the 90% reduction on Chi applied.
Dynamis - Beaucedine PLDs and Genbu to confirm it goes through invincible (doing half what your melee does on the same mob with regular melee, all buffs included)
Apollyon SW mimics and elementals to confirm that it ignores physical resistance factors
Kirin, other summoned gods and totally random mobs to confirm that its half of melee damage, not ignoring defense.
Some things that I didn't test yet are if it'll get the bonus Chi and SW get against mobs weak to that type of damage, like Cerberus. In his case its kinda moot since 115% (approx) of 50% is far from even the base 100%, but maybe they'll make more mobs like that (only other thing I can think of with that is the Galka automaton in RSE ENM). I haven't been able to test yet on things with physical resist buffs, phases or forms but it *should* work on all of those (like hydra or ultima shields, omega 4 legged, cerb in his weird, possibly day based physical resist mode..). Also while I was able to confirm that gods don't have physical filter, its possible some other NMs/HNMs with that take very low melee damage have a filter and not only high defensive stats, I'll need to test on land turtles and Fortitude at least.
On another note, Penance seems pretty cool. What it does is add "Inhibit TP" to your Chi Blast (you'll see it wear off in log) that has a duration of 20s per level (so 20, 40, 60). What this does is reduce all TP gained by the mob by 25% while it is active. I need to do more testing, but results so far indicate it affects all TP gain methods (hitting the mob, spells on the mob, the mob hitting people). It may or may not affect auto TP, but I can't think of anything with auto TP I could charm to confirm. This 25% is applied after TP is calculated and stacks with Subtle Blow in the following way:
(BaseTP+3 * (1 - SB%)) * 0.75
That means if your base TP per his is 5, base mob TP is 8. After SB it becomes 4, and after Penance is becomes 3. The fact that it affects everybody else attacking the mob is what makes this interesting though, and 3 MNKs with lv3 Penance rotating Chi can keep a mob in permanent Penance state.
Also important to note, this affect doesn't seem to have anything to do with boosts or how much your chi does, so its at full effectiveness even if you just toss in a Chi while meleeing.
Another thing I haven't tested with either ability is possible stat modifiers, but since they seem to use fairly simple formulas I think they probably don't have any.
