Ehh it would be a Hagun -1 if it wasnt for the relic WS. Trust me, a WS that's damage ISNT based off of TP, and can be spammed constantly, and you're looking at Great Katana being the best Relic Weapon in the game...but that's mostly due to the nature of SAM. I will admit Mandau is a close second, especially with its damage upgrade (sup best DPS of any weapon in the game..................except RDL)
