I always just assumed by using the 'We' when talking about itself, it was literally in the plural sense. Throughout the town there are NPCs that make some comments (hints?) about who/what the Empress is. Usually the number 3 is involved somehow if I remember right. Though I can't go around spamming them all right now, but one of them is something like "Three cheers for the Empress (hehe, just a little inside joke)" or something. I think. 8)

That's an inside joke between two mercenaries, because you work for Naja and don't really give a shit about the Empress, but she's kind of a fascist so you need to outwardly show support for her.
