I see no reason why it wouldn't let you, since FFXI for the 360 still uses PlayOnline, and even if you get disconnected from XBox Live, you can still access PlayOnline accounts. Like I said, I'll try when I get home and let you know, but I thought it was common knowlege that the Xbox Accounts were $7.49.
edit- It may be that they just lowered their price for ID actvation across the board, I tried looking on PlayOnline's website, but couldn't find any indication of a lowered rate. Like I said, I'll check when I get back home.

You use a program the GM's consider illegal once, they can ban you. At any time. Boom. Gone. Now. Later. Whenever. If they feel like upgrading a suspension to a ban, it can be done at any time. You did. They banned you. They banned your other characters, because the ban's on the player if they can trace it to them. And the RMT'ers are learning, too. Fleehacking at speeds that can be explained by gear (12% runspeed boosts). I'd bet somewhere they've figured a way to flag-and-track GM's for good measure.
Personally, I'd like to see "plainclothes" GM's running around on servers. That ordinary guy that looks like he's camping Ulli, waiting for an HNM window, etc. is a GM watching for trouble. More of the big botters/cheaters might get caught with their pants down that way.

Well sometimes it was someone they trusted with their info that ganked stuff off their account. But often you see the people saying "I didn't give my info to anyone." Those people probably have had their accounts hacked because they downloaded some third party tool that had a key logger in it.
It's a good bet that a lot of the gil from people stealing items off accounts like that ends up being RMT'ed. It's also a good bet that SE has to listen to people calling them up endlessly complaining about how someone stole stuff off their account etc etc etc... So SE is in a position to see all of this and has a much better handle of how many 3rd party tools with key loggers are floating around out there.
So no it isn't everytime you flee it helps the gil sellers. It's everytime you download and install a 3rd party tool you're risking your items to a possible key logger. And on top of that now you're risking your account to the ban stick.
