If memory serves correct, it's an item that will recharge hp/mp to full (and possibly JA?) that you can get from a mini quest in Attowha Chasm that requires you to run up the mountain in a certain timeframe. Seems like the account has some POSing in it's background (if this is indeed the correct feather).
