From what I've read previously the latent effect on this weapon was "Double Attack" and triggered when an item called Love Stone was equipped into the ranged slot. I may be mistake though.

I'm also pretty sure it has something to do with the Jailors or other H/NMs in Sea.

Been proved wrong that it doesn't work in DRG + Y's Scythe DRK in party and I think X's Knife in party too, if you mean you have to be partied with both Y's Scythe AND X's Knife it's a fucking joke but I wouldn't put it past SE. Link me to any proof you have if you can please.
It could be just on WS, there's a taru that posts on KI who has one and I told him exactly how to test it but he never got back to me.
