I read it a bit differently, that Seigan actually gives the chance to counter or keep your third eye while active. I have Saotome Haidate and its a cool piece for sure, but having to keep it equipped is definitely a negative. The Counter on Third Eye with AF2 equipped is not 100%, so I figured Seigan's Counter would have its own proc rate which could stack with AF2. It also says they're making its duration 30 seconds <.< and that as it absorbs attacks it has a chance to wear off. If you can (almost)always have third eye with Seigan, that is crazy bat shit insane.

Yup. And possibly recast down as low as 20 seconds (or 25 seconds, depending on how Third Eye merits work) with 5/5 merit power. And it's instant, toolless, doesn't shed hate, can't be interupted and one blink will absorb all the hits from a multi-hit WS. Ya, I think SE really caught on, that players don't want to see jobs nerfed, but would rather see other jobs buffed. I think they've done a really good job of that (except DRG, which they update every 6 months or so) with new abilities/traits/merits. But from what I read in the Vanafest update, it looks like they're going to be rebuffing RNG significantly. Anyone who played RNG before the update would probably agree it was overpowered (their weak defense being they pay for their damage).
The blurb about RNG indicates they're going to give it back some of its ranged/melee flexibility by decreasing the accuracy and damage penalty based on range. Mob level penalty would remain untouched, though you would still be able to see flashes of pre-nerf Ranger with Flashy Shot every 15-20 mins.
