thats his nuking gear... or better to say thats his only equip he used for everything
had only dark NQ staff, that neck thing is star-necklece and 2 bat earrings <.<
even the occasionally unresistet nuke (1 or 2 out of 10) didnt reach 900dmg on puddings ~.~

we didnt bother finding an other blm and just disbanded a little while later

If he had some questionable gear you could chalk that up to it being his first job and not knowing better, but he knows he needs dispel, and that he's broke. The logical thing is for him to stop leveling and go farm for the essentials of his job. He's just being lazy.

It isn't my responsibility to bankroll someone else's job. I didn't over level my spells when I was coming up, I stopped xping and made the gil or did the BCNM for what I needed. I think you just look for reasons to call me various slang for female genitalia.

Edit: As a sidenote, at this time that person is RDM36/COR18.
