It's called risk vs. reward.
If you make synths you're over cap on unable to break, then nobody has motivation to buy NQ off the AH when they can get it synthed, and have a chance at HQ as well. Then the only motivation to buy these NQs is to make the NQ so cheap that it's not worth going for HQ chance. When there's such a supply of NQs that the loss on NQ can't be recovered on the average HQ rate, then the item loses any value in being synthed.
Unfortunately, since items don't deteriorate in this game, this will happen anyways due to an eventual overwhelming supply, but it will happen MUCH more slowly when there's risk involved in the synth.
As a crafter, I prefer to be able to break synths I'm capped on. I hate DOING it, but I've made much more money because I can break a synth but didn't than I've lost in breaks.
