I think that the Aegis is pretty solid, and I'm sure some of the other DD relics are also effective in certain instances, but i think that the horn has the most utility overall for an HNM LS (which are usually where these relics will primarily be used).
The ideal goal of an HNM LS is to defeat a monster as quickly as possible(usually, sometimes slow kills for fafnir or whatever are good). Therefore, I'd argue that in an 18 person alliance their will always be room for a BRD with a relic horn, against just about any monster, in the ideal "kill this monster as fast as possible" scenario. However, I dont know if PLD would be the ideal tank for all HNM, WAR prolly better on fafnir because faster DD, better on stuff like Jailer of Justice, which is all about the fast kill, or many of the inside ix'aern.
Similarly, even if you have a pld/war tanking with relic shield, i think that the extra mp refresh on him 2WHM a rdm and another pld (and the brd) could provide healing necessary to make up for the increased dmg that PLD would take over a pld/war with aegis, of course the only catch to this would be if the pld is dying before he could be cured, but that is very rarely the case anymore, perhaps only in very unlucky scenarios with Tiamat mighty strikes etc.
I dont think that the horn or any other relics are key to beating any particular NM, but i certainly dont think that Aegis is the "best item in the game", if anything id prefer horn if my LS could only have one. And i dont think the horn is the best item in the game either.
