Just as an aside: that "capped VE" you're talking about, is, as Kaeko said, something a Pld/No sub could do.

CE is what makes the difference, and whichever sub lets you pump out the most CE, while at the same time providing any combination of: (Mitigation, VE spam, Utility abilities/spells) is going to rock when abused properly.
