I'm pretty sure on how the Ulli PH works, but my experience is limited since I've only camped a few times since the patch. It's far too frustrating with all the RMTs. If this info is inaccurate, I apologize and will delete the post.
As said, prior to the July patch there were 10 statues. I think of the room as divided into 9 sections:

Ulli used to pop off of one of the two statues in the 5 section. There is always a set number of statues that spawn in each general area. So if you pulled a statue from section 2 and then killed it, 16 minutes later another statue would spawn in section 2.
With the patch, they added an 11th statue, the new Ulli PH, but it does not have a set spawn location. It can respawn in any of the 9 locations. So if you pulled a statue from section 1 and kill it, and 16 minutes later it respawns in section 7, then that is the Ulli PH. General rule: if a statue respawns nowhere near where it originally spawned, then that is the Ulli PH.
Considering it's Ullikummi you're camping, it's a pretty fitting secret.
I dont even know if it works with widescan.

Two years ago when RMT wasn't as prevelant, there was someone on my server who bought a lot of gil, and still does. And he admits it and doesn't think it's wrong. He didn't see how buying gil farmed by RMT encouraged the RMT farmers to keep camping NMs, Gobbue, Fish-botting, etc. A business with out a customer will not make money. If they don't make money they stop.

It's not sky vs Jeuno HNMs, it's sky AND Jeuno HNMs AND sea AND goobbues/spiders/rancorden, etc./whatever. They're going to be in sky; and I'd at least hope in this environment here we could refrain from a debate about this. The stupid "don't buy their stones" solution that less competent people come up with won't do or prevent anything, at the very least in sky. In theory, it'd work in sea where there are no gil drops whatsoever for them to turn their pop items into and tier1 lotto NMs have little-to-no cooldown.
Gilsellers having gil isn't a problem; it's like you said in the last paragraph: gilsellers having something to do with that gil is the problem. The solution is don't buy gil. I'm not going to care about where my gil goes, nor should I. If there's a cheap shining cloth for an Aristocrat's chance in a bazaar, I'm going to buy it. If it's an RMT mule, the problem is someone then buying that gil. Who cares if gilseller mules have billions of gil they can't do a damn thing with? The deflation everyone loves so much will continue.

Changing pop conditions, changing to Rare/Ex, adding alternative routes to get sky pop items.. all those solutions are on SE's end. Not buying gil is about the only feasible solution on the players' end, and even that doesn't involve actions in-game. Not sure about other servers, but mine has a problem with American players that join the Ullikummi campers. Seeing Americans that join them because they want items is really one of the saddest things in this game. What's the point of having Byakko's Haidate if you'll basically never be able to join a real linkshell? Everyone will know you supported the people that turned Tu'Lia into a total nightmare.
With my current and last LS, it was generally the Sky leaders who collected all the stones anyways. Limbus chips are r/ex (which is a pain as well sometimes) so it's not like there isn't any precedence.
