A level 1 mule account with lots of money doesn't neccesarily mean its RMT. i've got a level 1 mule that I use for AH transactions with my gardening mules, and it usually has more money than my main does. I'm sure there are people that have mules sitting at an AH just to buy stuff for their main when they're away from jeuno area AHs (ie buy ammo when you're in sandy and too lazy to run to jeuno or something).
Many LSs also have accounts specifically for bank mules, keeping their LS funds and items on it. How many of them are level 1, or close to it? Usually they're connected to many different accounts.
What you need to look out for isn't the type of stuff that the person uses, but track where they're getting the money and where its going. Thus the "sting operations": buy money from an RMT site, get the money from someone, then ban every account associated with the person you got the money from.
About the whole inflation/deflation thing: crafting, farming, fishing, whatever, *IN AND OF ITSELF* doesn't create gil. RMT are focused on getting as much for their stuff as they can, just like the rest of us. They're not going to worry about selling an item to an NPC for 2k, just to create gil, when they can sell the same item on the AH for 10k. Same thing with the types of things they farm: they're not gonna spend their time farming/fishing/whatever just to sell items to NPCs for 50k an hour, when they could be doing something else to sell on the AH to make 100k an hour.
To me, RMT seem to be concerned with the percentage of money they control across the server, not the actual amount of gil they own. I'm sure RMT would rather have 500 million gil when theres only 1 billion on the server, instead of 2 billion gil when theres 10 billion across the server. that 500 million would be worth more, thus they could sell it to gil buyers for more.
