I'd use it on really a few of my gear sets, namely Terror set, Ichi set, Ni set, Shield skill set, Idle not melee set and perhaps on a solo set. Some years ago you'd be nearly full timing that ring cause you'd be /WAR most of the time, and -10% on physical hits is a lot.
Of course if you tank stuff as /RDM, D.ring is an excellent piece to idle in. And, again, let me state that I'd put my dick in a D.ring if I could, but I'm just being realistic now and saying it'd be more a status symbol than a practical item.
In places where /NIN is "required", a good Ridill user will outdo a Perdu user. /NIN and Great Axe is just not as strong as people make it out to be, and a properly geared and meritted Ridill warrior will definitely do more damage. You probably have never seen a proper Ridill WAR I would assume. (note that I completely agree that you should be using Gaxe on HNM, I'm mostly referring to situations like Dynamis, Limbus, Einherjar, lolNyzul, lolSalvage, some things in sea and some things in lolsky, which comprehend a good portion of the endgame activities in FFXI).
In short, D.ring and Ridill are both luxury items whose use is not gamebreaking enough to justify spending 3-6 hours a day camping the NMs that may or may not drop them, specially when there are alternatives which are easier to get (Perdu) or when you realise the game has changed enough to take away some of the luster they had.
