Please don't phrase it like this. Asking yes/no questions only gives you yes/no answers. Even with the intro, this provides for an easy out. It's a minor thing, but (especially if these questions are submitted in writing) could make all the difference in the world.Perhaps rephrase it something along the lines of:
What steps are being taken to alleviate the bottleneck and monopolization at Ullikummi?
Not only would this allow them to not said Yes/No, but this sort of passive-aggressive question implies that if they say "Nothing," they've got to justify why.
