I think level has a lot more to do with it. Most hecteyes are EP anyway, you'll have 20-30% resist rate without the ribbon.

Yeah, there does seem to be a larger resist rate the lower the level of the target. Maybe I should just spend some quality time in naked Ballista matches..

I think there was stated sometime that there is a hidden resist trait/magic skill that players have. People assume it has a C- or C skill that goes up with every lvl and caps out at 220 or so. So useing a barspell on it rises it for an amount
