Most likely migrations would happen now if a sever was severely underpopulated then they might open migration to it. Once the PS3 is out and a good addicting game gets released on it, watch the JPN PS2 population dump and they start doing server merges.

I'm not sure you could do a server merge, it would be a total nightmare to sort out all the conflicting names and linkshells that people had.

I love migrations. All the people that couldn't get along with anyone all pack up and and head off to the same new server with the hope of suddenly finding an entire server of people that will try to get along with them.
