Sure, it would make sense for there to be a level correction function for acc like there is for attack. My 75% number was mostly observed on DC-T flamingos in sky long ago.
It's most likely a function which compares the difference between accuracy and evasion.
Yes, the static 40 point gap between low and high eva regardless of mob level does seem to indicate that hit rate is based on the difference between acc and eva, rather than the ratio like att/def. Which means that a particular +acc will have the same effect at all levels, at least until you hit the cap.
I've also noticed playing BRD that when I sing Madrigal, everyone's hit rates go up by about the same amount, regardless of where they started. In a (terrible) party last night in Lufaise, without Madrigal the DD parsed at 73, 77 and 84% acc. With Madrigal (+35 acc with my gear/merits) they had 82, 88 and
97% acc. In general I figure Blade Madrigal will add a bit over 10% hit rate.
