I didn't hear him say he had a medical condition in the video...but I may have missed it. And should the police always just stop doing their job because someone claims to have a medical condition? And while he said he was going to leave, it looked like he made no attempt to get up or even explain why he wasn't getting up. Again, "I'll get up in a moment I can't move cause you just tazed my ass" goes a lot further than "fuck you!"
Yeah, tazing is bad, but what would you rather have had the police do? Just plain old beat him up? Continue to ask him nicely to leave and if he refuses just write him a lil fine? No, they're the police and if you don't obey them you are compelled to do so by force, and it's legal.

The video was pretty disturbing. There's no reason for cops to use a taser in a library.
While he did have the right to be there, he violated the rules of the library (by not having his ID), and was asked to leave. When he was asked to leave and did not do so, it becomes tresspassing. And he had to have known the officers were targeting him because he was there illegally and was already asked to leave, not because he's Middle Eastern. He was shouting about the Patriot Act because he's an idiot and wanted to make a scene.
Lastly, the cops didn't have the benefit of knowing he was a definitely a student who had misplaced his ID. And regardless of the setting, they have reason to use a taser if someone is resisting arrest or refusing to cooperate.
