I'd still lean more towards the mob resisting the stun effect of the WS. If anyone has ever done diabolos w/o any stun (We had one blm and no drk pre-blu. It took us a couple tries >_> ), the stun effect on any stun WS is definitely not 100%. I'd say that it's likely that the larger the level difference between the PC and the Target is, the less likely the stun effect will 'land.' If this is a matter of your weapon skill level vs. the mobs magic skill level(which I would suspect) or sheerly character level difference (I dunno why S-E would use this, but they've done some pretty odd things before), is definitely debatable.
This of course has nothing to do with using rampage or the like for interrupting, but maybe give some insight as to why stun WS don't work as often as you'd like them to.

Sorry, that's what I meant to say by saying that they are not 100%. Guess I just worded it poorly.
Edit: I was trying to say that other factors (level/skill/etc.) probably have an effect on if the stun effect procs or not.
everyone says stun was resisted when they miss diabolos's nightmare. stun WSs stun procs *everytime* if the mob didnt have some sort of stun resistance, just like stun spell
A mob doesn't need Stun Resistance to have it not proc everytime...if the mob is IT enough it can resist anyway...
Stun spell is rarely resisted by stun WS i see resisted a lot..same with shield/weapon bash
I don't know about stun WSs, but I had an experience once stunning Tiamat that went Tiamat starts casting Firaga3 > Shield Bash > I stun for 'no effect' > Firaga3 lands, indicating to me that Shield Bash stun won't interrupt casting if it wears off before the cast completes. Who knows though, it could have just been a timing bug or something else.

Perhaps in the instance with the Shield Bash and the stun effect, even if a stun doesn't successfully stun a mob, the moment of the ability still creates a window of no effect.
For instance, say you were stunning a mob, and had a normal "Cerberus resists the effect of stun." effect, but also had a fellow BLM cast stun on Cerberus during that window. Anyone know if you can have a no effect even if the prior stun was resisted? I'm thinking its possible, and that could have been what happened with your shield bash. Even though unsuccessful, its still possible a stun can still create a no effect window.
SE gave us pretty good proof to figure this out actually. When Bhaflau Thickets had the Mamool jobs incorrect, it took almost nothing to interrupt any of their casting. So even for monsters, it's not completely based on level.
Damage taken isn't the key either, which is easy enough to prove with Phalanx II on a tank vs a monk type mob. That's just in case the game does factor in the full amount of damage the hit would have done if it breaks stoneskin. But damage dealt doesn't make sense vs monsters.
So it's not certain if it's skill vs skill, or something like atk vs def, or str vs vit. But skill seems most likely. Otherwise people would have noticed a lower interruption rate when using def foods, or with minne. Critical hits seem to add to the likelyhood of interruption as well, since I've interrupted Kirin's casting with a mighty 17 dmg Blade Jin like a year ago when I was one of the only ones meleeing it at that moment.
Assuming Ballista rules actually follow correctly, just get a lvl65 melee to beat on a lvl75 caster, and buff the melee with food/bards etc.

It's not something I've ever personally looked into, but in my experiences between all the time spent farming on NIN and all the time I spend at HNM events on NIN I never really noticed a difference between how often I'm interrupted on TWs to VTs that hit for relatively low damage vs HNMs (that would be more IT to IT++) that hit a lot harder. For the most part, no matter what the situation if I mess up and get hit while casting, I'll get interupted. Occasionally I won't, but don't really notice a difference between the situations.
But, again, it's not something I've really looked for and tried to collect data on, so I can't really say anything for sure.
However as far as a PC interrupting an NPC, I'm pretty certain damage has something to do with it. Ranged attacks possibly count in the same category as magic in the regard that they can't interrupt spells (same is true for NPC ranged attacks/spells on PCs)... But as far as melee damage goes the only times I recall seeing a high level mob's casting get interrupted is after a good deal of melee damage in some form, with the amount of the melee damage influecing the odds of the spell getting interrupted.
