Well I can't surely say "yes" for those two items but I can tell you that "enchances fast cast" effects do stack on top of each other.
As a RDM you can stack additional Fast Cast effects with items such as Loq. Earring, Warlock's Chapeau and Duelist's Tabard. So I'm sure you can do the same with Homam and Loq. Earring.
Yeah, I can't see why they wouldn't. Fast Cast isn't very much on the Loq. earring, basically the same as Rostrums (3% cast, 1.5% recast, which rounds down to 1%).
My real basis for asking is my gut would say they do stack, but someone who's word I would typically take at face value said they do not.
I can't test it myself, so just wanted to see if someone knew firsthand.
I don't see why they wouldn't stack, although Loq. Fast Cast isn't that large as I recall, so the difference is likely not a large one regardless.
As THF/NIN only using 2 pieces of armors (Homam pants and Loq. Earring), I'm getting...
42 second Ni recast with Homam Pants
44 second Ni recast with Loq. Earring
42 second Ni recast with both Homam Pants & Loq. Earring
So my guess would be no.

I would assume their recast without both is 45 since they were not using any other gear from their statement.
Without them, it would be the normal 45 sec. recast for Ni.
But I'm gonna take my previous statement back. I just tried it with a spell that has a long recast time, Reraise.
As THF/WHM, I'm getting..
57 recast on Reraise with Homam Pants
56 recast on Reraise with Homam Pants + Loq. Earring
So I guess they do stack, but it only affects spells with long cooldown time.
On your screen, time will only display to the floor of the seconds. So if it's 44.99 seconds, the game will show 44 seconds. So spells with longer cooldowns will appear to have a greater effect.
As Isiolia said, the enhancement is about 1% from the Earring so the difference is not noticable unless for a long recast spell. But it does stack up.

Loquacious Earring adds like 1% Fast Cast. You're not going to see a difference when combined with other Fast Cast gear unless the normal recast time on the spell you're casting is over 60 seconds.Originally Posted by Soma

Perecnetages in this game are always figured out in a x/256. Look at the damage reduction thread for more examples...
Anyway:
Homan Legs = 3% haste + 2.5% recast time. This is actually 2.7 and 2.34 respectively, for a total recast time reduction of 5.04%
Loq earring = 1.5% recast time. This is actually 1.17%.
both = 5.04% + 1.17% = 6.21% total reduction.
Utsusumi = 45 second recast
w homan pants = 45 * .0504 = 2.268 so 45-2.268= 42.723 = 42 second recast
w Loq earring = 45 * .017 = .765 so 45-.017 = 44.983 = 44 second recast
w both = 45 * .0621 = 2.7945 so 45-2.7945 = 42.2055 = 42 second recast

The only thing I am not positive about is if its x/256 or x/255.. They both give the same results. The game uses bitwise math and 8 bits is 256 different possiblites (x/256) but the values are 0 to 255 (x/255).. Anyone have any idea how to figure that out?
