I think it's 25% on gear, 50% on recast, and like 70% on attack speed.

I expect you hit a haste cap on recast and attack speed at the same time. However, with enhances dual wield it can drop attack delay even lower?

If that was the case, most haste build melee would not have any difference in attack speed when a BRD do soul voice marches.
