Definately head first. It's just a couple points shy of being Ace's and it looks better than anything else we'd want to wear.

I'd wear dunes over the usukane feet, but if I had the whole set, then I'd opt for the usukane to complete it and get the bonus haste.

Of the entire set, I would kill for the Feet. Would use on NIN for sure, MNK... maybe... doubtful, and then on SAM when I get to leveling it.

you get +8% from full Usukane, with Walahra Turban / Dusk Gloves / Byakkos Haidate / Fuma Kyahan you get +16%....i think at least a +8% boost from full Usukane is reasonable.

like any job its just better to have equipment macro swaps for maximum damage, both have there up sides but its just better to have both(not saying either are easy to get at all)

Celeras, unless FFXIclopedia is wrong, Dune boots make your kick attacks DMG:30 instead of DMG:0? Not Kick attacks +30 (Also, might wanna recheck some of the stats you posted)

Kicks = Base Fist Damage. Dunes = Kick DMG +30.
Kick + Dunes > Fist + Spharai (teeeeeeechnically :x).

MNK can't wear dusk, fumas are for NINs, Head is awesome, and Usukane set effect could possibly be different from Haste from equip, meaning BB + full set could exceed the cap since it could be an actual hidden haste effect (shrug).

MNK's most used WS is Asuran Fist, which is effectively 8 normal hits, so the general rule of thumb is to WS in what you TP in, minus kick and haste gear unless said gear has an applicable stat (e.g. Melee Gloves, Shura Togi.....*shrug* Black Belt).
If you were to use the entire Usukane set, you'd probably never want to macro, since it's effectively geared for both.
