I think Shinji was being legit honest. Yes, I understand that people are very strong now. However, you need to realize this is motherfucking KENPACHI. You also have to remember that it's a title that's given to the strongest shinigami in every iteration of Gotei 13. Unohana passed down this title finally to Kenpachi with her assumed death by him. This is just Shinji bringing it back full circle by acknowledging that Kenpachi was one of their trump cards in the war.

Those flighty broads were sent to gang rape Kenpachi as well after the fight because Yhwach had since came to this conclusion. If you can recall, he stated that 5 people could have become his War Potentials (Special War Powers):

1) Ichigo
2) Kenpachi Zaraki
3) Aizen
4) ??? (One can assume it's Uryu at this point)
5) ???

Those "potentials" more than giving him enough swag to overrun Squad Zero and take the Soul King. I'm also assuming now that the three initial potentials declined his offer, he'd rather them dead than alive (minus Aizen, who's locked away forever and rendered "dead").

Or You know of course, this is Kubo being Kubo and he has since thrown away this idea, lol.

meh Aizen still has enough power to make his Sword work (some how made time slow down when they were talking about joining the ranks or just badly worded along the lines of "time flies when your trying to recruit monsters")

I think it was a stupid ass statement. Just like Alarial said, you have a fresh Byakuya, Shunsui, Ukitake, and Mayuri. Even more stupid is Shinji busting nuts screaming at the top of his lungs where's Ichigo during the Aizen fight yet completely forget about him during the Quincy invasion.

The statement is only ridiculous from the reader's perspective. We expect this to work out nice and well for a shonen manga, but the characters obviously do not see their situation from that perspective. There's no guarantee that any of the fresh Shinigami you've mentioned are capable of defeating however many Quincy they may encounter. Ichigo was never guaranteed to return as well. From what we've seen, their last encounter with him included a broken Zanpakuto and the opportunity to escape this conflict entirely. Most importantly, who would they pair against Ywach if Kenpachi is their strongest Shinigami and they don't have him?

At this point I expect anything. Kubo has gone out of way to do many random things, including what's expected of him, what's not expected of him, and everything in-between. I think the thing that's pissing people off at this point is the lack of consistency. At least when the gang was fighting Aizen, you knew everyone was gonna get their ass mollywopped by him at the end of the day, but you kept reading in hopes of seeing the theorized Espada rankings and hopeful Bankai reveals.

But Burner Finger dude hasn't even had his fight yet! He stomped Hitsugaya for a chapter, then walked off because Cang Du felt like taking over. Burner Finger dude (Bazz-B) is one of the more interesting SR, I think; stomped Hitsugaya, survived Yamamoto's flames and saved the other 2 SR, and has a Grimmjow-esque attitude and disregard for his allies. He's also the SR that killed off Kira, who is reasonably popular.

Knowing what something is doesn't mean I know how it works. We know it "balances" but what that actually entails is currently a mystery to everyone unless you're Kubo in disguise.
