Like TBR said, that fails as a case for a 2/3 rule. It was recommended to Yamamoto by Yoruichi that Urahara take the captain proficiency test. As stated the test was presided over by himself and three other captains. He was named captain through the captain proficiency test alone.Captain proficiency test (隊首, taishu): A test which requires the ability to perform Bankai. Presumably, most shinigami become captains using this method. At least three existing captains, including the Commander-General, have to witness the test.

Okay, after spending the last 6 months browsing Bleach Asylum... I think it's safe to say Kubo is now just taking ideas from them. All they've been saying the last two months is that Halibel is a Shark, Barragan's power has to do with aging, and that Stark and Lilinette are going to fuse and that his release has to do with a wolf.
