Kuba does work on the fillers and movies. Small parts but he does. I believe the filler shit is stuff he wanted in the manga but couldn't.
I know for sure the Menos forest and Ashido character are definitely Kubo creations he wanted to put in the manga but didn't get the chance. Now would actually be a good time for him to introduce Ashido into the manga as a new captain.
Yeah, Kubo kinda wrote himself into a corner with the whole "Captains are so much more powerful than their Lieutenants!" logic since it means either the squads with missing captains get Izuru, Hisagi, and Momo bumped up just because, or we get mysterious people from out of nowhere who, were they THAT good, should've made some kind of appearance by now. As much as I loathe Renji and laugh every time he's just a set of stairs, he and Ikkaku are at least the only ones with a bankai to possibly step in, but neither really seem to have the mindset to be good at the job. We still have little clue what went on the past 18 months, so maybe someone we already know has stepped up, too.
And I thought it was implied Ashido pretty much sacrificed himself to get everyone out of the Menos Forest. Granted, no one dies in Bleach, but yeah...
All you need is a 2 weeks training montage to reach Captain level anyway.

Renji is probably the only one who can be considered close to captain level. Ikkaku isn't a lieutenant, unless he is now and I wasn't paying attention.
Renji also refused promotions multiple times. They can't just throw a captain's haori on him and tell him to deal with it. He'd have been one already if he was willing to take the job.
Ikkaku also refused promotions and outright hid his bankai from people so he could stay in his division. It's well explained.
Rukia is not captain level, at least she wasn't before. Sorry to burst your bubble. She won multiple fights because of gimmicks or in one case, pure luck.
The number of people with bankai in the series is sorely overstated. Counting the captains, which are all supposed to have it anyway, there's only three people that have it, that we know of so far.
Ichigo, Renji, and Ikkaku.
I guess what I was trying to get at was bankai alone isn't enough to make a good captain. Ikkaku's a dumbshit for hiding his power (getting beaten by Po as a result) and wanting to be Kenpachi's lackey. Renji's kido is miserable, and while his potential has climbed steadily, I just don't think he has the mind for leadership. Rukia's just kind of been a special case as a perpetual plot device, but I never really considered in contention, either. Plus we just saw her with a lieutenant's badge.
Of the other three I mentioned, aside from lacking bankais prior to the time skip, only Hisagi lacked a glaring flaw. Momo displayed an affinity for kido against the 3 arrancar girls, but she hadn't gotten over Aizen fetish and may've been in questionable health still. Izuru displayed a decent combat prowess and certainly knows a mix and match of kido, but confidence has been his big issue. Hisagi seems likely to get promoted only because they'd painted him a genius of sorts. Like Izuru, he has both combat and kido prowess. He and his zanpakuto might not get along on a philosophical level, but he still wasn't afraid to use it and respected its power. Understandably he had his issues with Tousen alongside Komamura, but he also put a scythe in that nigga's head. So, all he's really lacking would be a bankai, and that'd be easy enough to explain away and create (I'd imagine more scythes and maybe a wind affinity of sorts).
Of the other lieutenants, Rangiku is too much of a lazy ass (much as I like to see more of her), Yachiru will never leave Kenpachi, same with Nemu and Mayuri, squad 1 guy is lol, as is Omaeda, and we know way too little about Isane other than that Ichigo punked her at the Soukyoku. Iba hasn't stood at all, either, and had his little cowardly streak during the arrancar battle, too.
People stronger than any of these, outside of the Karakura crowd and Vizard, probably shouldn't exist. Otherwise they're just conveniently written in. I suppose it's possible you might get a Vizard or two to step up, but I wouldn't be surprised if we never see them again since Ichigo's over his inner hollow issues. Honestly, I have no fondness for Love or Rose. Shinji would be okay going back to Aizen's spot, but I don't think he would.
We should probably see the Vizards again.
Kubo at one point was asked if everyone in the series that has a bankai would be seen using it at some point; he said yes, they would.
Leaving us with several people.
Shinji, Rose, Love, Yamamoto, Unohana, Shunsui, Ukitake, Yoruichi, Urahara, Isshin (maybe)
Those are confirmed. So, we'll see it eventually.. there's plenty of space for it to happen.
I just don't look forward to the 5 years it'd take to make it happen.
as long as we see Isshin and Urahara's bankai i'd be very happy and wouldn't care about the captains placement
on the note of Hisagi I'd presume his bankai would be a cloak with a death style scythe just to make him hate it even more (or a twin style/double ended one like the Darth maul light saber) just because we've been lead to believe how much he dislikes the idea of death and would be something he needs to over come more so

Anyway, pretty boring chapter that ends the arc, 3 week break coming up. Not sure why it wasn't concluded before the xmas break tbh, he could've condensed it down pretty easily by taking out a few of his 'staring' panels that he seems to love so much.
Eh...I actually enjoyed this chapter. It was simple and short, but it made sense to me, and that's not something I can say very often about Bleach.
I mean, dragged battles and retarded plot twists are probably the worst part of this manga. When it sticks to comedy and characters doing their things...it's tolerable.
