I know i did something similar when I saw the vaizard's backstory and complained about how retardedly evil their government system is.
We've got regular acts of mass murder, bombs installed in all of mayuri's subordinates, a crapshit justice system, a totalitarian police force that can kill with impunity, mayuri alone is probably a few pages really, corpse robbing( gigais were originally used with corpses if you remember that far back),whatever the hell, fights to the death if two shinigami have the same zanpakto, and uh.. id probably have to reread from the start to see more.
Listing this all out makes me realize Soul society is kind of a facist state so another point to add to the list.

Point is, it was established a looooooong time ago Quincy's have the ability of a second form. He even used a glove to transform just like Ishida did. No need to lolwut at the chapter.
