I hate pointless evolutions that "explain" something that was already explained or used as a plot device before so that it can be recycled and made "new". In this case, Piccolo fused with Nail as a plot device to fight Freeza only to get his ass handed to him. This plot device was later used again when Kami was retcon'd to be King Piccolo's other half so that when they fused they would be even more powerful than ever, only to get his ass handed to him by Imperfect Cell.
So in this case, it's awesome that Ishida has potential to be powerful because of the "perfect" Quincy form, but what good will it do? Who is he going to use it on? This "powerful" form of Quincies was retcon'd to exist so that Kubo could make them seem like a credible threat for his final arc.
There is literally no point to it - and no, not just because we don't know where it's going and haven't seen it yet, but because you can predictably see what's going to happen. Chad and Orihimme have already been relegated to uselessness by the dissolution of her barrier and him just standing there doing nothing.
Saying that the hidden Quincy have always been strong and that Souken just disagreed and was a failure is just retarded and it makes no sense that they would magically choose NOW to invade.
