To be fair, the closing of "Urahara is in danger?!" isn't stating that he's in danger. If it was just an exclamation mark, then yes, that means he's in danger. The combination of the question mark and exclamation mark is an interrobang, which is used to express surprise, disbelief or excitement. Like "What the fuck?!" or "You're pregnant?!". Notice the difference between "You're pregnant!", "You're pregnant?" and "You're pregnant?!". It's the same at the difference between "Urahara is in danger?!". "Urahara is in danger?" and "Urahara is in danger!", where the last one states he's in danger, the middle one asks the question "Is he in danger?", whereas the first one to me is more the way you as the reader thinks in surprise to the picture.
Personally, I don't think he's in danger and that the person means harm. I think the person is on Urahara's side.
