Hard to say his bankai is small and contained like Ichigo's from just that panel. Even then I doubt Byakuya has ever seen Yamamoto's bankai to have made such a statement.

I think that Byakuya quote is merely supposed to represent his relative inexperience as a captain at the time. He quickly realised the mistake of his assumption afterwards when he deduced the "true power" of Tensa Zangetsu. I'm sure if he'd seen of felt the full force of Ryujinn Jakka and it's smaller Bankai form, he'd have known better then to run his mouth off.
