I don't know about Shunsui. The manga throughout the years has always insinuated Unohana was next in line and that she was the second most powerful captain after Yamamoto.

Really if it weren't for his sickness, Ukitake would be the obvious choice of becoming Captain Commander. Since he is, Shunsui is forced into the role (with Old Man Yama's death basically changing his mindset to a serious one as well). Unohana has been around the longest afterwards, but she's obeying the old man's command and remaining as the main healer.
