Unless he meant that his bankai evolved enough to make him a ice mask by the hollowfication and not the hollow mask itself, which you can't tell either apart because of black and white issues.

We've gone through this a billion times with every manga. Every raw/translation you read is done/translated differently, so you will interpret them differently. We've had blatant fuckups in translations before that the opening panels of the very next release were the same dialogue with completely different verbiage. Isshin comes to mind here.

It makes sense that Hitsu's hollow mask(whether it is it or not)would recall a dragon(see the thingies to the side), remember arrancars have zanpas too in which they seal their powers, a reversed bankai, but basically same thing.

I mean, look at him. He gets wings and ears like a dragon, his dragon is made out of ice. I'd say it's fairly obvious they're made out of ice, not hollow-mask. Just look at this picture for example:

Your analogy is terrible.

The reason the Quincies stole the Bankai was to humiliate the shinigami with their own power. The drawback was not being able to use their final forms. Now that the bankai is not a factor they can draw on the reishi to inflate their power. It's not as gratifying as destroying the shinigami with their own techniques but it's still a massive blow in that it removes any illusion of hope they might have had about winning because of bankai.
