Yes, but he's still only a 21war after at least a month of being on forums, shouts in whitegate (harassing people) and such, not exactly your typical 21war, even with added humor. He has a bit more end-game knowledge than most people pre-70 do, as a 21war. All his IP means is that the person isn't one of the other people on KI.
