In our recruitment information area, our LS leader has posted an example application where he filled in his own information... we once had someone post an application where he put his name, followed by a straight copy-paste of all the information from the example app... jobs, mission progress, goals in game, etcetc EVERYTHING.

So now we have the disclaimer "***Please don't think that copying and pasting this will suffice.***". Pretty sad stuff.... although it was really funny at the time.

So it's all capped in general, seeing the his BRD is 75, but maybe not capped in the merit side, even though he stated critical is capped, which might've made us think that merit wise he's fully capped.
