KV pop time after server maint?

Have a few folks in shell that wanted to get this hat and I'm pretty sure one person was sitting in the desert for about a week hoping to catch sight of him with no luck, so I figured I'd ask if anyone knows when he pops after a server maint specifically (making for easy camping).

He operates on a 21 hour window, with the condition of Earth weather present. So....the first dust storm after the 21st hour after a maint...KV should pop.

Definitely wrong, btw. Appears to be 21+, with an upper limit of at least 35 hours (And this was with several dust storms and sandstorms after the 21 and 24 hour mark). Not sure whether he can pop immediately after server reset or if he first shows up 21+ hours later though.

after maintenance windows are technically open... so first earth weather after maint. like the above poster mentioned, he can be longer than 24+

KV's window opens 21 hours AFTER maint. Knowing this, cause I've been camping KV for 20+ days(waiting for a good time for my LS to come kill NA/EU LS ftl lolz), and stood there for 21 hours after Maint. and what do you know, first earth weather at the 21 hour mark he appeared.

Also I've noticed, that single Earth weather is like a 50% chance he'll pop, and double weather is 100% he'll pop. This is just from what I've seen though, so I could be wrong.

Sorry to bring this up again, but i had a quick question.

Camping KV, as it pops for 15 min and depops (FU KV ;- does this mean the next single earth weather that passes has a chance for a KV pop? And the next double earth weather = 100% pop?

Or does it mean i have to wait 21-35 hrs since it depopped for it to pop again.

Sorry if all that was confusing, i'm pretty confused myself lol.

From what I've seen...if the weather and he depop, then the timer resets with 21 hours.
