That's a good question, in fact, I don't think anyone has ever thought of asking that before!!

You can upgrade whatever you want whenever you want

no, you cant. if you lot say the usukane head, even if its a lv15 piece, you are forbidden from lotting any other pieces, unless its the lv25 or lv35 usukane pieces. If you attempt to lot, it will give you the "you can only hold one type" bullshit.

The confusion stems from the NPC dialogue options.

"Choose a set."
--"Ask about the parts."
--"This is the one."

...something along those lines - it sort of implies you need to pick one (which obviously isn't the case).
