I think you missed my point..
There is no such thing as a computer that can be brought back to life.
Once malware has touched the machine it is no longer "trusted". Pretty much all of them contain a rootkit component which are undetectable without putting the drive in another computer or booting from another OS.
These rootkits will occasionally download new spyware packages to install when it finds out the ones it originally installed were removed.
These rootkits will occasionally be used by hackers to stage attacks on other machines or distribute illegal content such as child pornography. You'll never know till the FBI is at your door and your reputation and career is over.
There is no way to tell how bad the computer is infected by measuring its speed or the amount of popups. The only real methods to check take more time than simply putting in the windows CD and reinstalling the OS.
