It's unfortunate when people get in trouble for violating stupid laws, but you can't really expect a country to say "ok this is fine for visitors, but our own citizens aren't allowed to do it." And traveling is very serious business. Fortunately it's much like driving a car; it's not hard to pull it off and have a great time if you're attentive and don't do stupid shit. If you do it stupidly, it can get ugly real quick. Stupid like being unaware or uncaring about laws. I don't know of any state or nation where ignorance of the law is actually defensible in a court.

Saudi Arabia is horrible when it comes to basic human rights as we know it. My grandfather used to work over there at a Coca-Cola cannery, and he had tons of stories. Some of them involve Saudis intentionally running other people over because that gets the victims to Allah faster. Others were about the ridiculous amount of disposable income many of them have from oil, such as a common sight of brand new Mercedes-Benz being abandoned on the side of the road because they got a flat tire. They'd rather just buy a new car than change it.

Of course, this was many years ago in the 70's, I'm not sure if things are still as bad, but I wouldn't be surprised if they were.

Feel free to search the web for Saudi driving yourself. It doesn't take long to see the insane driving that happens over there. Yes that video is obviously a bunch of idiot Saudis trying to drift and show off, but note how the drivers just keep on driving even after they plow through crowds of people, completely indifferent of the massive injuries and almost certain fatalities they caused. There's not much difference in attitude when a Saudi runs someone down in the streets according to my grandfather.
