couple of things off the top of my head:
- the mouse is dying on you. I'm assuming it's an optical mouse, is the LED underneath responsive (i.e. does it light up) when it's frozen? have you tried another mouse in the same port?
- the USB port (or host controller) is bad, for whatever reason. have you tried a PS/2 mouse?
- the USB host controller and something else are sharing the same IRQ. While IRQ sharing shouldn't be an issue, it can be at times, such as when my sound card and video card were on the same IRQ. That was bad juju. Start->Run-> devmgmt.msc and check what IRQ (under the "Resources" tab) your ATI card and your "Standard something-or-other Controllers" are using.
