It's not that exping is so great, it's just that meriting is comparatively inefficient.
Sure, you get direct upgrades through merits, but a single level will get you many more bonuses for much, much less.
JSM are the only real unique upgrade, and some of them aren't that helpful (qualifier, you are my shield.)
I think people are more worried about the work put into merits, and they shouldn't be.
Look at the way they're designed, limit point accumulation can be turned on or off.
Maybe it was designed so we can START meriting at 75 and upgrade immediately while fighting the same things, or just keep exping to gain levels and fight harder things.

There is no roadblock to a new level cap that can't be thought around.
